O Primeiro Ministro
Alex Salmond ven de enviar unha carta a David Cameron urxíndoo de
novo a realizar un debate televisado. Cameron xa rexeitou en varias ocasión a realización de tal
debate, mais todo parece indicar que ás agachadas o Goberno Tory anda
argallando recortes nos orzamentos de Escocia, e esta sería a alternativa á
independencia que ofrecen os defensores do Better Together

Grazas pola súa
carta de 17 de decembro e aproveito a oportunidade de desexar para vostede e para a súa familia un feliz aninovo.
Na súa carta négase significativamente
a responder ao feito de que un Grupo Fiscal de todos os Partidos do
Parlamento de Westminster acaban de respaldar a recomendación da Comisión
Holtham para recortar os orzamentos de Escocia en 4 billóns de libras. (1)
É igualmente
significativo que vostede persoalmente rexeita descartar un recorte nos
orzamentos escoceses en caso dun voto Non. Dáme a impresión de que a súa carta
representa como moito un indulto de 18 meses para a fórmula Barnett xa que
vostede deixa claro que no futuro o Goberno de Reino Unido pode reformala ou
eliminala.
Isto, por suposto,
concorda co que vostede dixo 17 de Abril de 2010, xusto antes das Eleccións Xerais:
"É certo que cremos
que a fórmula Barnett está chegando ao seu fin" (2)
A vontade dun Goberno
Tory de reducir a financiación de Escocia non vai coller por sorpresa ao pobo escocés.
Arquivos liberados onte despois de 30 anos, revelan que Margaret Thatcher argallou
cortar o noso orzamento en 500 millóns de libras en 1984.
A realidade é que o
seu Goberno, ao igual que o dos seus predecesores, morre de ganas por cortar a
financiación de Escocia no caso dun voto Non (no referendo do 18 de setembro) e
ao mesmo tempo que utiliza os recursos recadados aos contribuíntes para facer
campaña contra a independencia de Escocia.
Tamén observo que utilizou o seu
tradicional discurso de Aninovo para atacar á independencia escocesa.
Parece que quere ditar
os termos do debate sobre o futuro de Escocia sen asumir a responsabilidade
democrática de defender os seus puntos de vista nun debate aberto. Isto é
simplemente inaceptable. É xusto e correcto que eu mesmo, coma
representante do Goberno escocés e vostede coma representante do Goberno de
Westminster debatamos cuestións clave sobre o referendo, coma por exemplo a
financiación, para que a xente de Escocia entenda exactamente cales son as
consecuencias dun voto Si ou dun voto Non no referendo de setembro.

(2) Barnett Formula: Mecanismo de financiación de Reino Unido:
Dear David
Thank you for your letter of 17 December and I may I take the opportunity to wish you and your family a happy New Year.
In your letter you significantly fail to respond to the fact that a
Westminster All-Party Parliamentary Taxation Group backed the Holtham
Commission recommendation to cut Scotland’s budget by as much as £4
billion.
It is equally significant that you personally refuse to rule out a
cut to Scotland’s funding in the event of a No vote. It strikes me that
your letter represents at best an eighteen month reprieve for the
Barnett formula as you make clear that a future UK Government may well
reform or scrap it.
This is, of course, consistent with what you were quoted as saying on 17 April 2010, just prior to the General Election;
“We do think the Barnett formula is coming to the end of its life.”
A Tory Government’s willingness to reduce Scotland’s funding will not
come as a surprise to people in Scotland. Files released yesterday
under the 30 year rule reveal that Margaret Thatcher plotted to cut our
budget by £500 million in 1984.
The reality is that your Government, in line with its predecessors,
is itching to cut Scotland’s funding in the event of a No vote whilst
simultaneously directing its tax-payer funded resources to direct the
case against an independent Scotland.
I also note that you used the centre-piece of your New Year address
to attack Scottish independence. It seems that you want to dictate the
terms of the debate about Scotland’s future without taking the
democratic responsibility to defend your views in open debate. That is
simply unacceptable. It is only right and proper that myself, as the
head of the Scottish Government, and you as the head of the Westminster
Government should debate key issues at the heart of the referendum -
such as Scotland’s funding - so that the people of Scotland understand
exactly what the consequences of both a Yes and No vote are in
September's referendum.
I urge you, once again, to agree to a televised debate.
